Hmm, I am sorry, but if Black refuses the sacrifice, he loses his queen on c6 due to knight fork.
It is not neccessary for tactic to be forced, since it is not always possible. In this instance White wins material

Kh8, Kf8, and Rxe7. These are natural moves. I think if it was a tactic then they should all be force moves.
Don’t get me wrong I try to find the major move and then see if there are force moves or natural moves which slow down the progress.
